From my understanding Ukraine has been fighting dirty even doing things that Nato's leader "does not approve", they really don't follow rules. Russia on the other hand has been attacking by the war rules. perhaps US claims they dont approve those type of strikes on oil facilities because they know other countries will be affected and will be pissed at Ukraine and Nato but behind the curtains they might be encouraging Ukraine to actually do those type of strikes.
The real game changers in the war: Kinzhal, Iskander, glide bombs and the Zircon missiles.
