Yes
IGN must have forgotten that OPM a satire with over the top action. Saitama's backstory (as unimpressive as it was) was already told. Genos' is his foil. He's the stereotypical protagonist-type who follows all the tropes only for it to not go as planned as we've all seen countless times before.

Honestly I'm not surprised fans are getting upset over the change in art style. The same thing happened when Pokemon Sun and Moon the anime shifted into the new art style from XY/XYZ. It's a little jarring to say the least but over time the fans will get used to it.

Also Saitama's backstory was explained in season 1 and OVAs so I don't know what you're talking about.
