People are just dumb. Have you ever read the agreements that you just tick agreed upon before using it. Also, it is controllable, just go to settings and disable it. But yes, they do target ads based promotions alot.

simple answer is yes…. and for a long time too.
I actually was a coder on a "Alexa"-like technology for a large CE company back in 2014. I literally wired up the app to interface with the voice recognition technology. I can tell you for a fact that the microphone was always in an ON state and sending all audio to (In my case) Google Talk services.. which was then returning the text "strings" of what was being said to the application. This is how the application knew to turn on.. It waited for Google Talk Services to voice recognize the "Wake Up Word" and send it back on callback to trigger it on.. Which means. ALL AUDIO IS GOING TO GOOGLE in this case.. or some proxy.. or many proxies. Since Amazon and Facebook live in the background after you close them.. They still have access to the audio stream coming from the always open MIC as well.
Assume the MIC is ALWAYS ON.. it is.. 3rd party App access to that digitized stream of data is what is provisioned via Software.. not physically turning it on or off.
