I just double checked and didn’t have this issue on my Xs Max, thank god ?
It's only happens when the are in low battery. For example look at the battery icon, if it is not red, that's mean it's not being charged, and if it gone by red it will charged
There’s a setting under Face ID/passcode do allow usb Accessories while locked. Make sure that is on. I think it defaults to off. That fixed mine.
