4. tornadoes can form without the presence of rain, but they can't form without at least a supercell or mesocyclone present.. there has to be some kind of cloud system for the tornado to generate and maintain itself.. if the atmosphere doesn't have the convective potential required to form those clouds, then it definitely won't be able to form a tornado.. dust devils are different and fit your initial description more
